Tajik political activist Zia Badakhsh has highlighted the de facto administration’s heavy militarization of Panjshir province, attributing the intense security footprint to persistent regime anxieties over the region’s historic identity as a epicenter of anti-Taliban resistance.

According to Badakhsh, the symbolic legacy of Panjshir as the birthplace of national resistance icon Ahmad Shah Massoud continues to drive de facto defense policy, prompting the deployment of thousands of heavily armed personnel and specialized garrisons across the mountainous province.

Foreign Fighter Garrisons and Highland Fortifications

Badakhsh alleged that de facto security structures in Panjshir rely heavily on foreign combatants and affiliated militant networks to maintain coercive control over the local populace:

  • Deployment of Al-Qaeda Elements: The political activist emphasized that de facto authorities have stationed foreign fighters, including members affiliated with al-Qaeda, in remote, high-altitude positions across the Panjshir mountains, deliberately isolated from local civilian contact.
  • Oppression and Collective Punishment: Over the past five years, Panjshir residents have endured systemic abuses, including arbitrary detentions, forced displacements, land confiscations, and severe restrictions on movement.
  • Counterproductive Coercion: Badakhsh warned that systemic oppression against the local civilian population will ultimately backfire, serving only to deepen anti-regime hostility and solidify long-term local resistance sentiment.

Persistent Security Anxiety in the Valley

Despite official claims from Kabul that full security and administrative control have been established nationwide, the continuous concentration of elite forces, checkpoints, and high-altitude outposts throughout Panjshir reveals deep structural insecurity.

Rights monitors and regional defense analysts continue to document how heavy-handed military occupation and the integration of foreign militant factions in strategic highland sectors exacerbate local grievances, keeping the valley a volatile flashpoint for anti-regime resistance.
