In a ongoing reshuffle highlighting the interim Afghan administration’s reliance on hardened loyalists from its Kandahar heartland, regime supreme leader Hibatullah Akhundzada issued a fresh slate of high-level administrative and security appointments on October 22.
The decree, publicly released by chief regime spokesman Zabihullah Mujahid, rotates key figures across prison management, provincial governorships, and strategic border districts along the Durand Line.
According to the official announcement, the primary reassignments include:
- General Directorate of Prison Affairs Management: Mawlawi Abdul Karim Jihadiyar, formerly the district governor of the strategic Spin Boldak district in Kandahar Province, has been elevated to lead the General Directorate of Prison Affairs Management as Director General.
- Logar Provincial Governance: Mullah Mohammad Yusuf Mistri, who previously headed the General Directorate of Prison Affairs, has been reassigned to serve as the Deputy Governor of Logar Province.
- Spin Boldak Frontier Command: Maulvi Inamullah, outgoing deputy governor of Logar Province, has been posted as the new district governor of Spin Boldak in Kandahar Province.
Regional security observers note that the rotation of officials between the detention apparatus and the border outpost of Spin Boldak reflects Kabul’s tight central control over penal institutions and key cross-border transit points.
By placing veteran commanders into prison administration and border enforcement, the Kandahar-based leadership continues to prioritize internal security control and regime consolidation over functional institutional reform. However, analysts emphasize that frequent administrative reshuffles fail to address the broader governance decay and cross-border security vacuums currently persisting across southern and eastern Afghanistan.
