A coalition of civil society organizations and human rights defenders has issued an urgent open letter to the United Nations, demanding immediate international action to halt the de facto Taliban administration’s expanding campaign of property seizures and forced evictions targeting urban residents.

The appeal focuses heavily on the mounting pressure facing homeowners and families within the Green Hope settlement, where residents face arbitrary displacement, intimidation, and the expropriation of private properties under state pretexts.

Institutionalized Property Seizures and Displacement

According to the human rights appeal, the de facto regime’s aggressive land-grabbing tactics have intensified across multiple provinces, compounding an already severe humanitarian crisis:

  • Targeting Established Communities: Residents in settlements such as Green Hope—many of whom hold legal deeds and long-standing residential documentation—are subjected to sudden eviction notices and coercion by local de facto authorities.
  • Weaponization of Property Law: Human rights monitors note that de facto bodies, including land-grabbing prevention commissions, frequently invalidate historical ownership titles to reclassify private townships and agricultural plots as state property, often redistributing them to regime loyalists.
  • Destabilizing Vulnerable Populations: Forced evictions strip families of their primary assets, driving homelessness and deepening destitution among urban populations already struggling with mass unemployment and severe economic collapse.

Call for International Accountability

The open letter urges the United Nations and the international community to move beyond statements of concern and apply direct diplomatic pressure on de facto authorities to respect property rights and halt unlawful displacements. Civil society groups emphasize that without robust international intervention, systemic land appropriation will continue to be used as an instrument of demographic manipulation and political consolidation across Afghanistan.
