Adams identified senior commanders Mullah Amin Jan Fathullah and Mullah Tajmir Jawad—key figures within Taliban intelligence and the Ministry of Interior—as the orchestrators of the operation. She clarified that security forces abducted innocent non-Pashtun civilians, subjecting them to severe torture and forced confessions. The captives were then falsely presented as operatives planning an attack on the United Nations Assistance Mission in Afghanistan (UNAMA).
The former intelligence officer warned that Taliban covert units and proxy elements, including Daesh entities, intend to execute false-flag attacks against foreign diplomats and international organizations. The regime plans to pin the responsibility on active anti-Taliban opposition groups, specifically the National Resistance Front and the Freedom Front.
