KABUL: A Taliban commander in Taluqan city, the capital of Takhar province, has been accused of shooting and tying up a young man following a verbal altercation, according to local sources.

Sources said the incident took place on Wednesday, after a dispute between the young man and Mohammad Agha Kochi, identified as the Taliban commander of the second district of Taluqan.
