Residents living in family housing areas in Khost city, the provincial capital of Khost province, have expressed deep anger over arbitrary municipal mandates imposing steep annual cleaning taxes backed by tight payment deadlines.

According to statements provided to Zawia News, local municipal authorities issued a sudden ultimatum requiring households to pay approximately 10,000 afghanis in municipal cleaning fees within a strict three-day window or face enforcement penalties.

Punitive Taxation Without Public Services

Local homeowners highlight a complete disparity between aggressive revenue extraction and actual municipal service delivery across urban quarters:

  • Absence of Sanitation Services: Residents report that municipal sanitation workers and garbage collection trucks have not visited or serviced their residential blocks throughout the entire year, leaving families to manage waste disposal independently.
  • Aggressive Deadlines: The imposition of a short three-day compliance window has placed immense financial stress on families, forcing residents to scramble for cash under threat of municipal sanctions.
  • Disproportionate Financial Burden: In an environment characterized by widespread unemployment and severe liquidity shortages, demanding 10,000 afghanis per household represents an insurmountable expense for average wage earners.

“Made Us Content with Death”

The sudden levy in Khost reflects a persistent pattern across provincial capitals, where municipal administrations under de facto rule aggressively collect property taxes, licensing fees, and sanitation surcharges to fund municipal budgets without delivering corresponding civil infrastructure or services.

Disillusioned residents voiced profound hopelessness over the compounding fees, stating, “There is no business, and taxes are taken from us one after another. They’ve made us content with death.” Analysts warn that continuing unmanaged local taxation on impoverished urban populations will further fuel severe economic hardship across southeastern provinces.
