The central leadership of the Afghan People’s Party has issued an urgent appeal for the immediate convening of an inclusive, all-party Loya Jirga to address Afghanistan’s deepening political stagnation, mitigate regional security risks, and establish a legitimate constitutional framework.
Speaking on behalf of the party’s central council, Chairman Dr. Yar Mohammad Taraki cautioned that persistent political monopolies and the complete absence of institutional accountability continue to leave the nation vulnerable to external interference and economic collapse.
Addressing Geopolitical Vulnerabilities and Domestic Discord
The party highlighted that escalating rivalries among regional and international powers risk re-transforming Afghanistan into an arena for proxy warfare unless a unified domestic consensus is forged:
- Ending Power Monopolies: The statement emphasized that sustainable peace requires replacing the current unilateral governance structure with a representative system grounded in the popular will of the Afghan public.
- Restoring Fundamental Rights: Dr. Taraki underscored that severe structural restrictions placed on women’s and girls’ education and employment remain primary catalysts for national instability and international isolation.
- Broad-Based Dialogue: The proposal urges de facto authorities, armed resistance groups, and political factions to renounce violent confrontation and participate in structured national talks.
Five Prerequisite Pillars for a Successful Loya Jirga
To ensure that a national assembly yields actionable outcomes rather than symbolic gestures, the Afghan People’s Party outlined five baseline conditions for the initiative:
- Inclusive Representation: Guaranteeing equitable participation for women, youth, displaced refugees, and all ethnic constituencies across urban and rural provinces.
- Security and Expression Guarantees: Implementing enforceable written protections for delegates’ physical safety and their right to unhindered political speech.
- Constitutional Framework: Focusing the assembly’s core agenda on drafting a comprehensive constitution and establishing gender-equal civil protections.
- Exit Plan from Isolation: Defining concrete diplomatic and legal mechanisms to reintegrate Afghanistan into global governance structures.
- Implementation Timetable: Setting a binding timeline and an independent monitoring body to oversee the execution of all assembly resolutions.
De Facto Resistance to Traditional Assemblies
While several civil initiatives, diaspora coalitions, and opposition platforms have repeatedly advocated for a representative Loya Jirga as a pathway toward legitimacy, de facto leadership in Kandahar has consistently rejected calls to form an inclusive transitional administration.
The party reiterated that primary responsibility rests with de facto authorities to foster a secure environment, remove restrictions on civic life, and permit genuine political dialogue before regional friction further destabilizes the country.
