A new analysis by the Observer Research Foundation (ORF) has warned that the Islamic State Khorasan Province (ISKP) is evolving into a broader transnational security threat, despite continued counterterrorism pressure from the Taliban authorities in Afghanistan.

According to the analysis, ISKP’s ability to operate no longer depends primarily on controlling territory. Instead, the group has increasingly relied on decentralized cells and other methods that allow it to maintain operational capabilities without establishing a conventional territorial base.

The report also highlights the role of sophisticated multilingual digital propaganda in ISKP’s strategy. By communicating across different languages and using online platforms, the group can reach audiences beyond Afghanistan and potentially expand its influence across international borders.

ORF further identifies cryptocurrency financing as another factor contributing to the group’s resilience. Such financial mechanisms can provide militant organizations with alternative ways to move and access funds while attempting to avoid traditional financial monitoring systems.

The analysis suggests that these adaptations have allowed ISKP to retain the capacity to project violence beyond Afghanistan’s borders, even as the Taliban continue counterterrorism operations against the group within the country.

The evolution of ISKP presents a complex security challenge because decentralized structures can make militant networks more difficult to dismantle completely. At the same time, online propaganda and transnational financing can allow groups to maintain connections and influence despite pressure on their physical presence.

The ORF assessment therefore emphasizes that the threat posed by ISKP should not be measured solely by its territorial presence inside Afghanistan. Its digital reach, decentralized organization and ability to operate across borders have increasingly become important elements of its security profile.
