De facto Foreign Minister Amir Khan Muttaqi has instructed all Ministry of Foreign Affairs personnel and diplomatic staff stationed abroad to undertake a systematic study of the theological text titled “The Belief of Ahl al-Sunnah wal-Jama’ah.”
The 174-page Pashto publication—authored and financially underwritten under the direct patronage of supreme leader Mullah Hibatullah Akhundzada—is being positioned by administration officials as a foundational document for institutional indoctrination and administrative governance.
Ideological Indoctrination across the Diplomatic Corps
Speaking at an internal seminar in Kabul, Muttaqi framed the text as an essential intellectual tool designed to enforce doctrinal uniformity and provide guidance for civil servants navigating external relations:
- Mandatory Educational Directive: Diplomatic personnel across foreign missions and central headquarters have been ordered to review and internalize the theological principles outlined in the treatise.
- Institutional Elevation: Muttaqi characterized the volume as a vital framework for ideological enlightenment and social regulation across public institutions.
- Multilingual Translation Drive: To ensure total compliance across diverse administrative cadres, de facto authorities announced that the original Pashto text will be rapidly translated and distributed in Dari, Uzbek, and Turkmen editions.
Monopolizing Religious Legitimacy and Centralizing Authority
The mandatory dissemination of the text reflects a continuing drive by the supreme leadership in Kandahar to standardize institutional ideology along strict Hanafi-Deobandi lines while suppressing competing theological perspectives.
Political analysts note that requiring foreign service personnel to study texts sponsored directly by Mullah Hibatullah serves to solidify absolute centralization of authority. By imposing rigid doctrinal texts on diplomatic representatives, the de facto leadership seeks to ensure that external communications, policy execution, and internal governance remain strictly subordinate to the supreme leader’s ideological decrees.
