The United States Department of State’s latest Trafficking in Persons Report has revealed that the abusive practice of “bacha bazi”—a form of child sexual enslavement—continues unchecked across Afghanistan despite official prohibitions, with members of the de facto Taliban administration directly implicated as perpetrators.

The report highlights that de facto authorities continue to unlawfully recruit and deploy children in combat and military support roles. Local Taliban commanders and cadres actively bypass internal regulations by falsifying age details in identity documentation to enlist minors into armed units. Far from enforcing child protection standards, regime apparatuses have systematically failed to investigate traffickers, enforce anti-trafficking legislation, or provide legal recourse and shelter for young victims.

This systematic failure underscores severe institutional hypocrisy and lawlessness within the ruling structure. While the regime issues decrees claiming to uphold moral order and prohibit human trafficking, its failure to hold internal offenders accountable permits rampant abuse, criminal impunity, and severe human rights violations against vulnerable youth across urban and rural provinces.

For neighboring states, including Pakistan, persistent state collapse, child exploitation, and unchecked institutional decay inside Afghanistan present acute regional stability risks. The ongoing militarization of youth and criminal impunity within Afghan territory continue to fuel cross-border radicalization and compromise broader South Asian security.

International human rights observers emphasize that decrees without enforcement remain hollow rhetoric. Without independent judicial oversight, strict accountability for abusers within regime ranks, and genuine compliance with international human rights treaties, Afghanistan under Taliban governance will face worsening social collapse and persistent international isolation.
