In response to escalating lawlessness and widespread criminal incidents across southern Afghanistan, the de facto Taliban administration has established a 400-strong specialized unit named Salahuddin Ayyubi in Helmand province. Ordered directly by regime leader Mullah Hibatullah Akhundzada through the provincial security command, the newly formed force officially initiated operational deployments across provincial urban centers and rural districts.

The deployment comes amid a sharp spike in armed robberies, violent targeted attacks, and local unrest across Helmand in recent weeks. Despite central administration claims of establishing complete domestic order and territorial control, daily security breakdowns in key southern strongholds reflect severe administrative degradation and an inability to maintain public safety through standard police structures.

Forming ad-hoc, specialized armed units to combat domestic crime exposes deep operational deficiencies within the regime’s internal security apparatus. The continuous reliance on militarized suppression measures rather than functional, institutionalized law enforcement highlights Kabul’s struggle to address the root causes of instability, including rampant unemployment, severe economic distress, and social fragmentation.

For neighboring states, including Pakistan, persistent internal lawlessness and administrative weakness inside Afghanistan pose major cross-border security concerns. Unchecked domestic crime and fragile provincial security environments create fertile ground for transnational smuggling networks, illicit cross-border movement, and regional instability across South Asia.

International security analysts observe that forming specialized task forces cannot mask the structural governance crisis facing the de facto administration. Without transparent legal institutions, economic revitalization, and rule of law, the regime’s claims of providing nationwide security remain increasingly unviable.
