Several private companies that held contracts with the Taliban’s Ministries of Defense, Interior and Public Health say they are still waiting for tens of millions of Afghanis in payments for completed medicine-supply projects.

According to officials from the contracting companies, numerous projects were implemented and completed during fiscal year 1404, with financial and administrative documents prepared and submitted to the relevant authorities. However, they claim that a significant portion of their outstanding payments remains unpaid even after around six months of fiscal year 1405.

The companies say the early closure of the 1404 fiscal year on 15 Dalu, while some contracts remained valid until the end of Hut, disrupted parts of the completion process and contributed to delays in settling their claims.

Contractors also allege that the Taliban Ministry of Finance failed to allocate specific budgets for some projects. They further claim that funding for certain contracts was prepared according to the “shares” of officials rather than clear criteria or documented requirements.

The companies allege that some funds are being directed toward mosques and religious schools that exist only on paper, though these claims could not be independently verified.

Contracting officials say they have completed their obligations and submitted the required documentation but have yet to receive payment. They are calling for the responsible institutions to address the outstanding claims and clarify the reasons behind the prolonged delays.
