WASHINGTON — The United States Department of State has maintained Afghanistan’s placement in Tier 3—the lowest category in its newly released 2026 Trafficking in Persons (TIP) Report—citing the de facto Taliban administration’s total failure to meet minimum standards for eliminating human trafficking or demonstrate significant counter-trafficking efforts.

The Tier 3 designation places Afghanistan alongside state entities and regimes subject to international sanctions and restrictions on foreign assistance due to structural inaction on human rights abuses and state-sponsored exploitation.

Systemic exploitation and child soldiers

According to the State Department’s report, the de facto authorities made no meaningful efforts to prosecute human traffickers, protect vulnerable populations, or establish legal frameworks to combat forced labor and sex trafficking.

The findings specifically highlighted the Taliban’s continued recruitment and deployment of child soldiers in military and auxiliary roles, as well as institutional inaction regarding child sexual exploitation and forced labor. The report noted that restrictive edicts restricting women and girls from public life, employment, and secondary education have severely heightened their risk of trafficking, debt bondage, and forced early marriages.

Institutional collapse and regional vulnerabilities

The report further emphasized that domestic economic degradation and severe governance gaps inside Afghanistan have intensified cross-border trafficking networks. Vulnerable populations—including returnees, displaced persons, and desperate families—are increasingly targeted by illicit human smuggling and trafficking rings operating across regional routes.

Regional analysts note that the Tier 3 rating underscores the deepening international isolation of Kabul’s ruling administration, demonstrating that a persistent failure to establish rule of law internally continues to lock Afghanistan out of global financial and diplomatic normalization.
